Team Builder Takes Forever at Level 4

I main support. Team builder always finds me a team pretty much as soon as I press the button. But now all of the sudden it takes several minutes to find me a match after I got to level 4 for Sona and try playing her. Is it because I'm level 4 or is it a complete coincidence? I tried playing last night as soon as I reached 4, but gave up because it was searching for a match for 15 minutes, and then today it took 3 to find a team even though it said wait time "very short."

What's going on?
