Snowball Free! ARAM

Would it be possible to have a game mode that is Mark/Dash free? I know you put it there to try and help balance things, but with a 30-40 second CD you really haven't fixed the problem. Yes it's useful on champions like , but you also get it on champions like , or who really don't need the extra engage tool. I know you can create summoner spells that are map specific otherwise Mark/Dash would be available on other maps besides HA. Can you just put a second HA option up that removes it from that map for those of us that don't want it?
