custom game improvements please

i would love to see a custom game where i can adjust features on it.

cooldowns / mana cost / energy cost / heath / resistance

heres the thing.. i would love to work on my ashe ult TP .. but a 5 min cool down on TP is a long time .. i would love to work on moving LBs passive around but its such a short time to work on it that its frustrating i would love to work on having someone back and timing of shooting them with jinx ult so i can get the timing down from different locations i would love to spam rengar ult to get a better idea of how it functions.. i would like to stop minions from spawning.. i would like to start at level 3 or 6 or 18 without having to farm for it... maybe i want to hang out with tibbers and talk about what i think he should do on his off time... maybe fog of war is just annoying .. and i want to see the board for what it is.. maybe i want to scroll all the way out and feel like i am just above everything maybe i want to spawn test dummies with no AI that just stand there.. then just nuke them.. (the dreams of hopping from one base to the other with trist can be real)

i am not asking for this in normal or any kinda competition. all i would like is the ability to try things

anyone else stepping in what i am putting down?
