@RiotLyte Is Team Builder working as intended?

Hello Lyte/everyone, I have a question to ask with some context:

I am currently sitting in the Team Builder queue as Veigar. I clicked on the roles that were currently in demand--mid lane mage. I've been in queue now for 20:00...long enough for a game. Have team captains been passing me over due to the recent Veigar changes and not wanting him on the team, or is there something wrong with my Team Builder MMR?

Unfortunately, this is not really an isolated incident for me. When Team Builder first came out, I was pretty excited for it and kept playing my main, Brand, until I was consistently seeing gold/platinum players. This wasn't so bad, except I ended up taking an extended break from the game. I let my skills rust, and whenever I play Team Builder in a role that isn't mid, I don't perform as well as I'd like, generally because I feel I'm a little out of my skill level.

This time it took me 22:30 to get into a team with only the captain queue'd up. Simply put, is Team Builder functioning as intended, is my MMR broken, or should I just queue up as a captain to speed up game selection?

Any illumination into this would be appreciated, thank you.
