As in Riot already had some champions plucked and ready for show that were "changed for the sake of change"(like Varus and Karma) and has seen the backlash of those two.
I could be wrong, there's nothing disproving that though.

LUs haven't slowed down, your perception of so would be nothing more than bias feeling. So far this year's number of LUs has been on par with last years, literally no difference. Remembering that we only ever get said LU with a VGU release or new champ (although that's not as often the case as it is only sometimes). This is all common knowledge for most of us, I can only assume you were aware of that but what ever.
And since VGUs & champ releases are all confined to a similar schedule every year, it would be logical to conclude that LUs are going to remain on the same consistency with the champion releases. Unless something happens to the champ scheduled I don't see any reason why LUs would be "slow".
I mean sure Riot has to figure out lore niches and the like, but I heavily doubt they will change direction going forward.
While I don't like the way they handled Varus and Karma I don't think this was simply change for the sake of change.
Varus was changed because riot clung to the "5 darkin"-thing and the bow of Varus was just too darkin-like to ignore.However they likely didn't want to leave one of the 5 darkin unplayable,hence why they changed Varus into the darkin and not the person who goes into the pit.
Karma was changed because she was lacking in terms of thematic uniqueness.Her theme is supposed to be the enlightened one,essentially lols version of budda.But in the previous lore,that didn't mean anything,she was just an asian looking mage with green magic.Adding the reincarnation theme fits the idea of someone enlightened and makes her more unique among the champions.
I don't think that either of these lore updates were good,but I definitely can see the reason as for why they made these changes in the first place.
