Yeah, I really don't understand what Viktor's purpose in Runeterra is anymore. He was originally the first of his kind - a transcendent who renounched his flesh in favor of superior technologies that could do what organics did better. He was a pioneer of transhumanism who appealed for everyone and everything to seek to improve upon their bodies and leave behind their biological flaws. He was a self-made success story, who triumphed over his detractors by simply doing outlandish yet brilliant and revolutionary things to show that he wouldn't be bound by anyone's narrow-minded standards.
But he's no longer unique. Everything that made him stand out as an icon has been supplanted from him and given to other champions. First hextech-augmented individual? Camille. First fully converted cyborg? Orianna. I mean, even his struggles have become cheap imitations of themselves. Professor Stanwick Pididly managed to steal credit for Blitzcrank despite not even working closely with VIktor at all in the new account? Like, seriously, Viktor basically pulled a Tony Stark on Blitzcrank's creation - he jury-rigged the steam golem together out of decommissioned automata for Evolution's sake! And then there's the Glorious Evolved, a cult of fanatical machine-worshippers who have taken his original ideals ("Join the Glorious Evolution" indeed) and perverted them for their ignorant dogma that is a far cry from what previous Viktor stood for (improvement of the self, believing in perfection of body and mind, adapt and evolve beyond the needs and weaknesses of the flesh, etc.)
Granted, he still retains his single-minded drive for improvement and progress to the point of forsaking all else. His new bio even credits him as a notorious workaholic who would rather die than be made to cease his work - "anathema" indeed. And I suppose his new depiction sets him up to be some sort of masterful machinist who has one of the single greatest talents for all things mechanical to ever live. But then you have Jayce, who is established as his rival and one of those who can actually match (or even exceed, if the warehouse confrontation and the brief tussle with the augmented assailants in "A Quick Fix" are any indication) his designs and works.

is asserting the upgrading of the human form via technology, not the superiority of robotics. He is enhancing his human capabilities, whereas Baron Velveteen is just a head on a robot.
