So..Bandle City vs. Noxus?

I occasionally look through the Unreleased Content page of the LoL Wiki, and I have seen the Bandle City v. Noxus event since I got into League.

So..Is this basically cancelled? It's a really cool concept that went nowhere. Is this just like Magma Chamber where it's just dead? [slayer-jinx-unamused]
