There's too much disconnect between Piltover/Zaun, and Bilgewater.
It's very strange that the closest factions to Bilgewater don't see any interaction with them in the story. Who, if not wealthy Piltovans with large shipments of goods, are the pirates actually plundering? Themselves? That wouldn't make much sense.
And with that in mind, why then is the technology in Bilgewater as primitive as flintlocks and cannons when the people they plunder have hextech? Why wouldn't they make use of the technology for themselves? If Gangplank is such a feared man with something as outdated as a flintlock, it stands to reason he'd be even better with an actual revolver. And a hextech arm would probably be better than whatever strange contraption he's currently using.

Hell, apparently in Piltover they have the means to make every part of the human body out of metal
, but the people across a very small sea still use thrown harpoons to hunt?
And we know there are superior hextech harpoons.
The only thing really on par is the fact that Graves has an actual shotgun.
Other areas are pretty far away and across a large mountain range, so that could loosely be used as an explanation for the lack of interaction. But there's no explanation for the lack of interaction between these areas. And I think it'd be really cool to add some more. Maybe even a champion who actually travels between them and has a Bilgewater style but advanced Piltover tech.
