Who is the artist that drew Huntress Sivir's splash art? They did a great job on it even though in game it looks pretty weird lol.

It's a Chinese art done eons ago, in a time when Leagues art were more, well, vintage.
Riot replaced some of the champs' old splashes with the Chinese art either because it's just better than the original or because it's for placeholder purposes waiting for future updates. And then they proceed to forget to actually to update most of them, as well as to replace out some of the good Chinese splashes (Chinese Kayle splash, Chinese Udyr splash, Chinese Blood Moon Akali splash etc) because reasons.
It's literally anime lol
