And at least Darius, if not more, have 2. Which means there's at least 100 champs without. Can we ramp up production there?

There is another champion or two or three that got Legendary skins as a I can remember or more Cho ? Tristana?
i dont actually want more 1800 cost skins, i like the 1300 cost skins, is there even a big difference between the two?
Actually, while you could argue that we do have champions which got two legendary (Tristana, Cho and Corki are in the same boat), Darius is the only champion which two legendary are legendary on a modern standard.

Your math is off. There are 141 champions. If there are 41 Legendary skins and Darius has two, it'd be, "at least 101." But someone else pointed out the exact number, and it's 104.
Darius has 3 Dunkmaster, Dreadnova and God King.
Darius is the only one with two Legendaries and a Mythic. No Ultimate yet, though.
There is also shaco, who doesn't even have an 1350 rp skin. So uhh good one riot.
I’m really hoping the next skin they give to 
will be legendary tier. She’s a very old champ and has been a poster child for the game pretty much since it’s release. She’s been constantly used in advertisements and cinematics over the years and I think it’s time she got a really high quality skin.
They're not average skins, they take a lot more time to make than other skins because so much more stuff has to be put in to make them Legendaries. If they make room to develop more legendaries, then the production of other skins will go down.
