If there's one skinline I miss, it's Crimson Elite.
Crimson Elite, for the unaware, was meant to be the Noxus "counter" to the Demacian Commando skinline: Essentially a group of Noxian champions who had risen so high up in the country that they were the A-Team called on when there was an issue. This was back when League's skins were pretty basic and the bar for skins was low enough that "Ashe but Blue" was worth 975 RP.
Thing is, Riot never completed this skinline. Even Commando, as "cheap" as the skinline was, ended up getting a full ensemble. And sure, it's not a GREAT ensemble (Lux, Garen, Xin, J4 and Galio? Kinda fucky if you ask me), it's still a full ensemble. As of writing, only two champs ever got a Crimson Elite skinline: Talon and Riven. Hell, Talon's was actually a bit of a hyped-up event. Honestly, I just kinda miss the idea of faction-group skins. These days Riot seems to lean more on giving skin lines to almost anyone who has a pulse rather than "Oh this guy would look good as an "
