Lore-Wise, Anivia can 1v1 Anyone but Zoe, Sol, or Bard

It comes down to flight, range, and area-of-effect. Anivia can move faster than almost any other champion, over any terrain, fly at high altitude, and see to the horizon. Therefore, she can almost certainly fight with the element of surprise and on her terms.

Her ability to summon a glacial storm is very important. Storms are enormous, stretching for miles in many directions, letting her reach enemies who cannot see her and whom she cannot see. Therefore, she can attack without being counter-attacked.

Finally, area of effect guarantees that she will damage her opponent. Nothing can survive long exposure to sub-zero temperatures—even materials will degrade and freeze. Her attacks cannot he evaded by dodging or stealth as long as she knows that her opponent is anywhere nearby.

Combined with her tremendous endurance and ability to literally be reborn if killed, Anivia can defeat any champion in League of Legends except the god-like Zoe, Sol, or Bard by simply taking off, spotting them, and dropping a storm. Only the reality-warping powers of those three champions can enable them to survive, and only by their even bigger area-of-effect attacks could they hope to hit her.
