It's her splash

I realized, thanks to a certain meme, that the problem is in fact not Qiyana's design. The design is perfectly fine, and anyone trying to say she isn't unique is providing no actual example for comparison because... they can't. Her clothes and jewelry actually don't look like anyone already in the game or in other mobas.

But her splash is. It's a little off from the regular style, and they've done a good job of removing "just standing here with my weapon" splash arts from the game. But that's exactly what she's doing. Just... standing there. No dynamic action, no cool pose, no interesting angle.

That is the actual issue.

I argue the opposite, the splash art conveys all it needs to be and is just a splash art. Could be better, but don't really care.

The champion's design itself is generic when she's such a big deal (leader of a new faction?) and a missed opportunity (Mesoamerican inspired, yet takes the barest influence from it).

It would be like if if they were introducing their first Egyptian champion, and it was just Garen with an ankh on his left shoulder or Syndra/MF/Cait with a scarab necklace.

From a design stand point, yeah, I suppose a jungle societies would have to have minimalist attire/jewelry including the leaders. It's hard to make minimal clothing elegant and not generic, I was hoping Riot could surprise me.

I agree with the composition problem. The splash could've shown off that charkram-like* weapon more to tie the outfit together.

Well, there's also the major design flaw that if she's using her weapon as a hula hoop to attack with, she either needs larger arms to showcase that's where the bulk of her force of her attacks is coming from, or she needs more than cloth on her hips if she's using her weight to reinforce her attacks. Something isn't clicking with this weapon and her incredibly thin clothing.
