If Riot wanted it pronounced Zoey, they would have spelled it that way. Unless they do, as far as i'm concerned it's Zoe.

Zoe can be pronounced in many ways.

I think Zoey with a Y fits her character much better because it sounds childish and playful (like her). Either that or they should have just put the accent/umlaut dots on the e... cause right now every time I read her name, all I can think of is Zoe (as in Toe)...
