Skin Rules Suggestion and I hope there is an eve and urgot skin this year

we all know that riot is a company and they need money but underrated champs needs love too specially if its very obvious that they are skipping them through years. While some champs receive 2/3 skins per year.

My rule suggestion to riot about making new skins ( Me and greenlore talk about this in another thread ):

1. champs shouldn't extend 3 years without a skin.
2. new champs should at least have new skins every year or X amount of skins until they reaches 4 skins in total (with their release skin). After that they can wait their turn again in some years.
3. VGU's should have a release skin too. Mybe not in the same patch but in it should be months after the relaunch.
4. Skin distribution should be equal, random and pleasant for a skin line. Except if the champ didn't finish rule 2 first.
5. Equal distribution of legendary/ultimate skins to champion per lanes.
6. Every year, there should be 2 "make a skin like illaoi" event

Speaking of skins, underrated skins should receive love too but in the recent dev diary, it is now confirmed that will receive one this year.

meaning that the skin count should change in months. speaking of skin counts, this are the top 15 champs who didnt receive a skin yet:

1.Urgot - 2188 days - its sad that he wasn't mentioned but i think he will receive a skin this year based on my evidence below. maybe SG Urgot? 2.Shen - 1743 days - yes!! he has been mentioned! i hope his skin is in spring! and not a let down... 3.Rumble - 1429 days - another underrated skin mentioned lol. Rumble mains will be happy 4.Heimerdinger - 1327 days - we already know that e will receive a skin riot hehe 5.Evelynn - 1190 days - same with urgot!! 6.Udyr - 1066 days - VGU candidate so no skins for him. 7.Amumu - 1066 days - he was mentioned too and i hope it is the promised amumu skin. 8.Galio - 1053 days - yey! new galio skin 9.Rammus - 1040 days - VGU candidate so no skins for him. 10.Skarner - 1040 days - VGU candidate so no skins for him. 11.Xerath - 1040 days - xerath deserves a skin too 12.Fiddlesticks - 1037 days - VGU candidate so no skins for him. 13.Zilean - 1026 days - i think he deserve a skin for now cause his VGU might some in 2020/2021 14.Mordekaiser - 1016 days - VGU candidate so no skins for him. 15.Shaco - 1016 days - same with zilean.

Now champs with skin below 3( need need skins too you know):

1.Aurelion Sol - 1 skin - he was mentioned in the post!! new skin for him. 2.Taliyah - 1 skin - SSG taliyah this year but she needs her own skin though(or group if you wanna group her to some champs riot). 3.Kled - 1 skin - he needs a skin riot! please make one like the undead kled skin. 4.Ivern - 1 skin - he needs a skin too maybe gentlemen ivern. 5.Camille - 1 skin- she needs a skin too maybe bloodmoon/warring kingdoms 6.Kayn - 1 skin - now that some new champs can receive a new skin in months, why not kayn too? 7.Ornn - 1 skin - same as kayn 8.Zoe - 1 skin - greatest offender in the list cause she will receive a pool party skin this year but i'm fine with that cause she needs 4 skins before non. 9.Rek'Sai - 2 skin - an old champ, so sad why she has only 2. 10.Tahm Kench - 2 skin - he needs one this year/2019 11.Kindred - 2 skin- same with TK 13.Xayah - 2 skin - they will receive their 3rd skin this year SGG 14.Rakan - 2 skin - same with xayah 15.Illaoi - 2 skin - she will receive her 2nd skin today/tomorrow. but she needs 2 more. 16.Bard - 3 skin - i hope we will see a new bard skin soon like the chick magnet bard one. 17.Kalista - 3 skin - she needs a skin too like that sewn chaos one. its a good harrowing skin riot! 18.Rumble - 3 skin - see my statement above. 19.Urgot - 3 skin - see my statement above. 20.Aatrox - 3 skin - he needs a skin. please 1 more riot to remove him in this list. 21.Ve'Koz - 3 skin - like aatrox and reksai. 22.Lissandra - 3 skin - like aatrox and reksai. 23.Zac - 3 skin - like aatrox and reksai. 24.Yorick - 3 skin - he had a skin but its a let down maybe he needs more?

As to why urgot got a high chance? its because of the wad files check by the file checkers in the past. they predicted future skins/aesthetics but is it only for 1 aesthetic? what if it a splash update and a new skin like MF? or a chroma and a new skin for urgot?

list of those champs in the wad file that will receive a skin in the future:

sona, heimerdinger, teemo, cho'gath( if his VFX is not enough) and urgot( if his chroma is not enough).
