I was reading through some lore and noticed that there are some characters that have only been mentioned ever so subtly. The one that comes to mind is Zelos, Irelia's brother, but I was curious to see who else in the lore is mentioned that hasn't been made into a champion and you would like them to be.

I might be unpopular but... why the heck every character mentioned in lore needs to be a champion?
The puppetmaster of the harrowing for example: many started asking for it to become a champ. A PUPPETMASTER. just because it appeared in a cinematic. I can understand hype, imagination, speculation and so on but after some time we must get the head straight: there are characters that are not meant to be champions, that live breathe and do their role perfectly on their own.
Maybe Riot will make a champion out of a lore character but that would mean a sheer increase of plot weight and so on, so that can be actually done on anything... and maybe the final result will be something totally different.
Du Coteau, Senna, the Puppetmaster, Kassadin' s daughter and so on exist because the champions needs them because they need a world to live on ( insert here cynical joke about how there is no more a defined runeterra ) and, since they are not the only inhabitants of the world, there are other characters.

I always wanted to see Zelos as a champion. It would give Irelia more depth and we would also get another true Ionian. The retcon shouldn't effect his existence anyway since the Noxian invasion still happened.

No, the Institute of War was retconned. That touches surprisingly little of the lore and can be written out of most characters' backgrounds with a hand-wave or two, only really complicating a few of them who were intimately involved with the place (Kayle, Morgana, Fiddlesticks).
Back on topic.
Stanwick Pididly is one of the most prominent, being an eminent scientist/plagarist of Zaun and Viktor's real archenemy. Every few months someone proposes making him a champion. His mechanics would probably revolve around science and theft.
Doran is another frequent mention, though he has an in-canon explanation for why he can't be a champion (He's brain-damaged after being kicked in the head by a horse).
King Jarvan III of Demacia is obviously mentioned a lot, too.
Avarosa and Serylda, Lissanda's two sisters. Kassadin's daughter as well.
I would like to see some more from the Kinkou as well. I thoroughly enjoy the whole story of Shen and Zed with Akali and Kennen in the mix.
Yone Yasuo's brother, witch he murdered.
I don't remember if it was his induction or part of the Journal, but Ryze had some hairy chick slobbering over him. With claws and such to match.
