Sure it can. It's called 'some editor somewhere got a bug up his ass and thought he could do better than an actual writer and proceeded to take a big shit all over previously established work to try and prove it'.
I am glad to see the outpouring of support. Sometimes it feels like you're the only Shyvana fan.

I mean, there was no point in changing the story. Old story was fine. Not perfect of course, but the new story is basically Shyvana getting Stockholm Syndrome and killing her mother. The story is shoe-horned and forced too. Her mother is literally coming to Demacia with her intention basically being: yo, give me back my daughter, and then Jarvan says, oh look, dragon gotta die.
Please. I'm sick of either a lack of responses or Rioters simply beating around the bush...
Since the new lore is incredibly more vague, and a unmistakable downgrade to the previous one, my personal guess is that...
...there is a shyvana-related champion in the works, and its story will help solving some misteries and plotholes with Shyvana.
Because they want to make sure that all the old champs are different to deter players from returning. Solid business plan.
It might be far-fetched, but Riot's new pro woman stance might of have some influence to that. With the dad being taken out for no reason. Just a thought though.
Shyvana is only cool lorewise. In game she kinda sucks. Her dragon fantasy doesn't really exist because everyone can just run from you and the r dash just isn't enough. She's only good in metas with powerfarming. The fact that they nerfed her lore and she has a boring kit is kinda weird. I'm thinking she's getting a vgu soon.
They probably think this new lore is more fitting.
