It is not only the VO that is the problem. All the champions you mentioned require a full fledged rework and with the new games Riot is making, that already have wonderful and updated animations (LoL mobile for example) they should at least add them but as they said, after this they will go dark for a while so don't expect anything at least until Voli and Fiddle rework (which will take a long while)
All of those champs are tier 2 VGU worthy. So maybe by the 20th anniversary of League?
Time. It takes time.
Things don't always happen back to back like Lux with Elemantalist or Ashe with High noon. So that is why Cait didn't have one with Pulsefire. They don't always have the time or resources that are needed to commit to a project like that.
