I know you're directly quoting from Leona's bio there but if you read her Judgement you'll find that simply isn't the case at all. Leona did fight in her Kor and she was victorious.
Leona refused to kill her defeated opponent.

she didn't do it because other people didn't like it, she did it because SHE didn't like it, she acts based on what she thinks is right.
Leona is a person who was raised in a warlike society but ultimately couldn't bring herself to be the stoic and brutal warrior that Rakkor idealised. She was saved by the sun after refusing to kill someone - a boy who we're told elsewhere was a highly skilled and passionate woodworker - for being to weak too meet the standards of her people. It was more palatable for her to die knowing she had shamed her parents and her people than be celebrated for taking a life.
Leona is a bad Rakkor, someone who spat on their traditions, but I really don't see how she's a bad person for that when it meant staying true to her own morals.
