I don't think Zoe is exactly the Chosen of Targon. I will admit that I haven't read the new lore yet, but I know that she's the Aspect of Change and one of the oldest living Aspects that exist, and she enjoys fucking with everyone's heads.
Yordles and Children VS the Watchers.

Zoe is an aspect, she's about as important as Pantheon, Leona and Diana.
Nunu is pure though Ashe is still the destined ruler of the Freljord.
Shurima i cant say but i'd say Azir and Sivir are the most important figures there, Nasus is also a pretty big player there.
Noxus, I'd say Darius has been leaving quite the impression though he's not really fated for anything.
Karthus and Mordekaiser seem to do well within the Shadow Isles.
Again cant say much for Ionia but from what I remember was Varus destined to protect it.
You forgot Zaun and Piltover, I feel offended.
Noxus has their Childpion. 
And Bandle City has theirs. 
Kai grew up, but she's representing the Void.

I guess the only ones missing are Ionia, Shurima, the Shadow Isles and Bilgewater, but none of them are places for children. Especially Shurima, that fucking shithive.
