Champions that are close to other champions in the lore are more likely to released. We've been seeing this trend recently with Kai'Sa and Senna. It's not just that these champions are fan-service. They not only create a separate champion, but they resolve plot points with pre-existing ones and give them new goals and let old players see their champ in a new light. We're seeing this in Lucian right now.

. He even supported his regime when Swain took down Darkwill. Which from Cassiopeias' bio we can tell made him an enemy of the Black Rose. Who could conceivably have been who are responsible for his disappearance. Why attach all these "story hooks" to the guy if he's dead and that's the end of it? He WILL come some day. With how much teasing he's been getting from the Swain VGU/Cassiopeia Bio/Black Rose stories I'd say sooner rather than later.
Ofc gameplay comes first with a designer deciding what kind of champ should be made and then the ideas get thrown around. Kai'Sa earliest concept art show her as a Zaunite merc and a Lucian-type Purifier man. I think DuCouteau is likely to become a champion, the thing is first a workable kit has to be approved and fit the character for the him to get slipped in the game.
