Uhhh, is this post from 2018? Jinx and Vi have been confirmed sisters since before Jinx was even released.
If that surprises you guys, I wonder if you'd be surprised to hear that Ekko used to have a crush on Jinx before Jinx went crazy.
Jinx herself references an unknown sister. She says "You think I'm crazy? You should meet my sister." The ARAM shopkeeper is probably the only verification we have that Jinx's sister may be real. It could also be an indication that Jinx has split personalities and her and her "sister" are one and the same. But who knows.
To directly answer the post, the shopkeeper is referring to Jinx, Jinx is referring to Vi, and the reason the Shopkeep isn't supposed to mention it is because Jinx is a raging psychopathic anarchical terrorist and Vi is a cop. That's about it lol
Jinx and Vi being sisters is one of those "theories" that are so well known that at one point everyone thinks they are true. Like the apple is the forbidden fruit in the Bible. Everyone "knows" it tho it is not really stated that it is. At one point even a Rioter said that Jinx and Vi are sisters because it was so well known in the community that it became a fact. Tho it was debunked. The lore is now changing at a rapid phase so we will probably see soon enough who is Vi's sister and if she is Jinx or not.
BUT, I can point you towards statements made by Riot Ghostcrawler who specifically says, "Her sister is in the game." "Her sister is in the game?" "Yes, as another champion. Her name is Vi."
Now, I'd have to dig much too deeper to find the stuff regarding Ekko, and tbh I'm tired of reading lore lmao

It's not jinx, the shopkeeper says she looks like vi, jinx is in design the polar opposite of vi.
The lore is literally given to us on a platter and some people still deny it because it overrides their own ideas.
Lyte hasn't been in Piltover in years, and all he did was bum around the college. The only place he could have met Vi's sister is in the college. Which means the only way he could have met Vi's sister is if her sister was older than her, and worked there, or she is younger than Vi, and was a student of Lyte.
...Maybe.
I remember that one of the people they wanted to voice Jinx posted on social media that she had been contacted about voicing "Vi's sister", which makes me think that Jinx and Vi are sisters.
