Buddy, a new skin simply won't work to full capture the fantasy of a grown up Annie.
The model can't match the base silhouette of Annie. She won't be a little girl anymore, so she can't remain portional with Her current model. Her silhouette would be more like all the other adult female champs. The only way around this is if she keep her child portions even when she grows up aka she's a Midget.
Also, a Grown Up Annie should have different abilities. Obviously as she grows, she would have more control of her abilities, learn new abilities & possibly rely less on some of the abilities she used as a kid. Yes, that means she might stop relying on Tibbers.
Honestly, Adult Annie should be a new champ if Riot ever want to do it. Just a skin, regardless of whether it's Legendary or Ultimate, wouldn't do the Fantasy of an Older Annie justice.
