why splash art is very different from the actual figure in game

as titled,splash art is much better and the actual figure is disappointing, for example,the headhunter rengar skin which is cheating consumers

I don't know why you'd expect hyper-accurate detail on the in-game skins compared to the splash arts. The splash arts are supposed to show off the thematic and the detail of the skin, show players the fantasy that the skin is putting out there. The actual in-game skins themselves can't reasonably match that level of detail, but they get as close as possible.

I'm surprised you chose Headhunter Rengar as your example - the in-game model is pretty well in-line with the splash art. Most skins are, for that matter. I could see maybe if you used an older skin as an example - like Spellthief Lux, or Crimson Elite Riven, but by and large, most of the in-game models are fairly accurate to the splash arts.
