How do icons connected to skin boarders work?

I really want the new elderwood ahri border but there is no way im gunna shell out to buy the bundle with the chromas to get it because its way too much money and i don't really want the chromas anyway :/. That said, I went to see if I could get the elderwood ahri icon from the shop separately and not only did I notice it was not there (which i assume is a not cool move by riot to force you to buy the expensive bundle to get the border >:( ) but also that I'm not even sure how borders work. Like if the icon shows up in the shop by itself after the bundle goes away is it still attached to the border? Is that the same for older skins too? For example if I bought the star guardian ahri icon would i get the boarder too? I dont have any borders so im not sure what theyre all about lol.
