It's not like we haven't had villains the past, but I find them hard to hate. Swain is fighting for a good cause, Urgot is too charismatic (and badass) to hate, and Eve....let's just say I can't hate her.
I want more champions like Thresh, or Hecarim. Selfish, vile people that piss you off when you play against them, and make you feel like scum when you do.

He might be impeccably dressed and be a meme fountiain, but once you get down to his actual character he is a 100% bona fide terrible person, and he sure feels like it.

Draven ? Egocentric, Psycho, Murderer Camille ? Smug, Elitist, Arrogant, Decadent, also a rumorsless killer Eve ? Sadist who literally gets off to torturing people to Death Phanteon ? God-Spirit, who strips people of their personality and takes over their body. Also enslaved a sentient being for eons and is willing to destroy stars (Goes for all Aspects)
Kayn ? Again, arrogant, murderer, no rumorse, Also Rhaast who loves killing random people so much its all he talks about. Cassiopeia ? Backstabbing, Arrogant, Power-Hungry. Illaoi to an extent. She is willing to have people die if her god doesnt find them "worthy". Riven ? a massive hypocrite who always talks about how : "They cannot go unpunished" whilst she herself never paid the price for her own cirmes. Also a War-Criminal on the run. We dont even need to talk about Jhin. Also kinda all Noxians. The fact that they have a philosophy doesnt really make the shit they do ethical. Just listen to some of Darius lines.
I could go on. The thing is a lot of these characters have either a cool design or just a bunch of charisma to the point were you forget that if they existed in reality they would be absolutely horrible people.
I'd say Jhin, but the charm, the fabulousness, and the voice makes hating him very hard. I also have an unhealthy passion for studying crime/serial killers, so that may contribute to my bias opinion towards him. Jhin isn't really a villain, either. He's just some crazy asshole with a gun. What he does may be terrible, but he's not a sadistic sex demon like Eve(though I wouldn't be very apposed to it if he was). He doesn't throw people into a meat grinder like Urgot. He doesn't commit war crimes. He isn't pure, unrefined liquid evil. While him being a serial killer isn't a good thing, there are worse things in the world of Runeterra and beyond it. There's demons, the Black Mist, the Void, ect. Jhin is the least of our problems in terms of villainous entities.

? pisses you off when playing against her. Mocks and belittles her slave. Is a servant of a tyrannical expansionist empire. Murders people and thinks it’s fun. And for added fun is obsessive over people, and threatens to destroy anyone who gets in the way of her and her unrequited love interest.
She’s pretty repulsive all things considered.

Having a character like Joffery Baratheon would be absolutely phenomenal to have added in game character wise. He was such a spineless little coward while being so horrifically cruel, so arrogant while being so pathetic, and so universally despised by everyone. Yet it was so easy to see how he had become this way and it didn't come off as cartoonish or over the top, just as one of, if not the best villains that Game of Thrones has ever seen.
I would love it if Rito added in a character that was just as vile as him, with how good they have gotten at writing character backgrounds and dialogue I think they could do it phenomenally, acting all pompous and cruel while killing enemies, but having the facade crumble away as he gets closer to death. God I didn't know I needed this in league before this, but I NEED IT.
