Lunar Skins Out but Not Available?

I just realized, before entering a match, that Warwick's new skin "Lunar Guardian Warwick" splash art was shown in the skin list but not available. Did League always do this and I haven't noticed or is it coming out soon?

Lunar Revel skins won't be available till patch 8.3

And yes, league has always done this when new skins are added to the game.
