Title. A fully rebuild Shurima under the rule of Azir vs an unified Freljord in an all-out war. Round 1: Shurima has Azir and Nasus,Flerjord has Lissandra, no Xerath involved Round 2: Shurima has Azir, Nasus, Renekton and a redeemed Xerath. Flerjord has its demigods Ornn, Volibear and Anivia, and Lissandra. Armies and all kinds of weapons are taken into account. No World Runes.
I think Shurima would win both.
At first round, Shurima is a bigger region, so It is likely they can bring a lot more human soldiers than Freljord. And not even counting sandsoldiers of Azir which he can remade again and again. But it would also depend on if fight is happening on a neutral domain or not.
Nasus and Azir overhelm Lissandra, and other characters like Ashe, Sejuani, Trundle.
Second round, it is kinda tricky. We don't how mighty a spirit god is, or how well an Ascended match against them. But we know high tier Ascended are capable of killing spirit gods, though I believe Ornn, Anivia and Volibear are high tier among spirit gods too.
I believe Ornn, Volibear and Anivia as manifestations of nature are slightly stronger than Nasus, Renekton and Azir, beings transcended by power of cosmic energy. But Xerath breaks the trick. 4 Ascended versus 3 spirit gods. And Xerath is arguably the most powerful among all of them, even spirit gods.
I believe Xerath can handle 1 or 2 spirit god(s) (Aatrox was capable of killing spirit gods) and other 3 would be more than enough to defeat 1 or 2 spirit god(s).
Still, second round is not certainly in favor of Shurima. It is possible for Freljord to be victorious, but I still give my vote on Shurima. Renekton can match Volibear, Azir can match Anivia, Nasus can match Ornn in best scenarios.
Shurima would definitely win round 1. Nasus and Azir are pretty powerful and I doubt that anyone besides possibly Lissandra could match them.
Round 2 is a bit more difficult to say,because I think that the demigods are indeed more powerful than the ascended,however Xerath is a special case and one of the most powerful champs in the lore,so I guess that it kinda evens out. Though in the end I'd say the freljord would win due to the fact that they have at least 3 demigods who'd likely overwhelm each of the regular ascended.

I feel like it really depends on who is invading whom. Home territory would easily define the outcome of the war. So much so that I think neither region would willingly invade the other.

To me it is little contest, Shurima is superior in most cases, though with proper tactics Freljord could triumph...
On a side note, I have been playing Azir lately, and man is it fun!
round one shurima wins because azir and nasus combined can prob defeat lissandra but round 2 freljord wins for sure, lissandra is really powerful and her ice cannot be melted so once she freezes someone its over, demigods are also really powerful and i think would be maybe a bit stronger than ascendeds. Azir might be the emperor but he is still ascended so he is around same power as nasus and renekton except that he is smarter, xerath tho is more powerful than them but still not enough for lissandra and the demigods. Because if that is the case, then Freljord has no chances at all.
i'm pretty certain that shurima would win this kind of war since the Darkin are still basically evil ascended, and just a handful of them are showing to be a threat to the entire world of LoL as well as going around killing literal gods, surely a unified nation able to create even more of these god-like warriors as well as a colossal hive mind of sand soldiers would have a great chance
