these are the chinese versions and they're very well drawn in compare with the previous ones

Two years ago, Riot wanted to streamline their splash arts. At that point in time, the splash arts differed from client to client depending on what region the client was in. To unify all of this (and to make the game easier on Riot so they didn't have to make like 5 splash arts for one champion skin), they decided to replace all splash arts with a single image so that it was the same for all regions. This allows for them to replace 1 splash art for all regions simultaneously, and cuts out a lot of extra processes and approvals. They did this by taking the region's splashes with the most regulations regarding artwork (China) and used them as the placeholders until the new splashes could be replaced. They did this because using China's artwork already was approved by the Chinese government, and they wouldn't have to resubmit another region's art files to the Chinese government for approval, and would only have to do that when they have new art to replace the placeholders.

All of those Sivir skins were the Chinese client version of the original splashes (as in, THE original), and they came out at the time when those were considered high quality upgrades in comparison to the low art standards back then (and the current Sivir splash art is the only splash upgrade the champ has EVER had). Just that they've gone outdated now, and has been so for quite a while now, and there is still no Sivir splash update in sight.

The Musketeer Twisted Fate looks alright tbh. Not groundbreaking or anything, but it was alright.

Riot can't update all the splash arts , champions , items and produce new things in the same time ..

Well Sivir is on the list for skin splash art updates(and I think TF too),she might not be the next one to receive such an update(as the last one was MF and they don't want to do two female adcs in a row),but I'm pretty sure that she is pretty high on the list.

They are placeholders. MF had Chinese splash arts too, now she has better ones. Sivir, TF, etc will get their splashes updated.

Those splashes were supposed to be stand-ins while new splashes were produced. I don't think the original plan was for them to stand in for 3 or 4 (or more?) years.
