All the time they only do effort sounds or mutterings. Even if Ryze or Ekko had a monologue during their cinematics they didn't directly speak to us or any of the characters he met. It's kind of weird, considering how much Riot puts forward their artistic direction.

But I also underatand Riot. It is a global game. They dub. In english, it would fit, but in any other language? Likely not.
I think even though that's not a strong reason, if it is, I can stand behind it, unless it breaks in a point.
