Ultimate skins: Why do none of them have facial animations?

Gun Goddess, Elementalist, name any of them. They have no facial animations. Pulsefire Ezreal after rework only has mouth animations and one eye animation on death.

Why would they not have facial animations? Especially since these ultimate skins are for older champions? I understand Spirit Guard and DJ not getting anything, but even GGMF?
