The Empire of Shurima and Icathia were in war, so, i doubt that Jax has powers from the Empire of Shurima
Riot has hinted at Jax' race not being uncommon in old Shurima, although I like your theory more.
Isn't Jax's appearance simply due to the fact he fell into the void along with Icathia?

Jax was originally of a people subjugated by the Shuriman Empire (at least that's how the new lore tells it). He escaped the Massacre of Icathia, and it's implied that he's become Voidtouched like Kassadin. It's probably why he's still around now, long after Shurima fell.
