Dragon Master Swain= a Legendary for the price of an Epic?
Custom Voice lines are usually the bar that separates the two. If this is the case, then riot gave us a deal

Release skins on new champions sometimes have a few extra lines, because the VO is still around to record a few more lines. Examples of this include High Noon Jhin, Freljord Taliyah, Cyber Pop Zoe, and Program Camille. Because Swain's VGU had a release skin, I'm assuming that this is the same case.
It's only a few more lines. Legendaries have full, original VOs. Even Pentakill Karthus has special lines - more than DM Swain - and that's a 750 skin. As Helixarrow said, it often happens with reworks and release skins.
Legendary skins revamp the ENTIRE set of voicelines and gives us new animations. As someone stated already, DM Swain got extra voicelines because they were making the skin as Swain's VO was there.
Only a few lines are different and legendary skins usually have a completely new set of animations&skill effects(except for some older ones),but DM Swain reuses most of the base animations.
