I know that Kayle evolves to become a true aspect of justice and that's why she gets more and more wings by becoming an aspect. But morgana has 6 wings in early game why has she more wings than her sister whereas she rejects her divine origins?

I think it's for gameplay reasons. I highly doubt that Kayle's number of wings changes in lore.

Because Morgana is already naturally more powerful than Kayle.

Lore-wise, Kayle blindly follows orders and gets rewarded with more power from the gods. Morgana defied those gods, which in and of itself already takes a boatload of power, and voluntarily bound herself. Self-restraint is a strong power on its own.

I think its mainly just for gameplay reasons, Kayle earns her wings through ascension and I think they want the sisters to look symmetrical so it'd be odd if Morg was just stuck with 2 wings so they gave her 6 wings right off the bat

Morgana has 3 wings but 2 are bound. Kayle is unlike Morgana, however her 3 wings are only present when she has fully ascended - the other 2 are always there, they are not "bound" however, they are divine wings. They can appear and vanish.

Funnily enough, I recently made a post about this observation as well (But I did put it in General Discussion). It confused me too, since if anything Kayle should have more wings than Morgana based on their worldviews.

I'm pretty sure this is mostly based on gameplay clarity, since Kayle has a level-up mechanic and Morgana doesn't. But still, I think it doesn't make much sense when put into a lore context.

I think it would have been cool if they did something like Morgana losing her wings while Kayle gains them, to symbolize the two sisters' different paths.

How has no one noticed this before?

They did that as part of their thematic. Since Kayle evolves and gains hers where as Morg rejects her origin and has her wings bound. It'd be weird if Morg only had a few and not all of them. They are meant to show similarities while still being different.
