Update the CC animations

IMO: The CC and debuff animations look a little aged.

Yeah, its really something minimal, but c'mon. The lines for slows look like they were sketched by a 4th grader, the little circle on the top of stuns look weird, and the grievous wounds icon looks like it belongs in an mmorpg.

Riot's been all about visual updates lately, and I applaud them for doing everything they've done so far. This is just a pet peeve of mine. I'd be so happy if they just visually updated this.
