With the changes to Legendary+ skin shards, what happens to the already existing ones?

When the changes get rolled out that replace legendary and above skin shards with permanents when opening hextech chests, what will happen with Legendary and above skin shards we already have but can't afford to upgrade as of yet?

I have a [sg-jinx] skin shard, and about 600 Orange Essence

Are these shards also going to be able to be upgraded into permanents with the change as if they were opened as permanents? I need to know if I should be disenchanting the cheaper, but nice looking, skin shards I have like Blood Moon Shen , or if I can afford to convert them to permanents instead.

Nothing. The changes were not retroactive.

It's not retroactive and 1820 skins (legendary) are not changed, it was only for Mitic (10 gemstone skins) and Ultimate skins (3250rp-and GGMF i think besides being 2775).
