Wasn't the harrorwing supposed to a big spooky danger for Valoran and yet happens so rarely...(it happened once after the change ) I personally believe that separating Harrorwing from Halloween was a mistake. It was fun knowing that Runeterra had its own spooky thing happening in the same time as us. And spooky lore. And now we have literally nothing since the change...Its disappointing.
Separation from Halloween implies that Halloween is not sufficient for its appearance. So, seems they have no obligation to do it at all.

Again, drawing upon the no obligation thing, currently, there's just no requiring cause that necessitates a story featuring a Harrowing during October, or anything like such on a once per year basis. Not to overlook that Narrative could in theory, but that the motivation to do so is limited by other factors.
Now if your point was to only share your personal grievance that we haven't seen much of any Harrowing, then I would sympathize. Although I'm also conscience of why there hasn't been any resounding Harrowing since Shadow and Fortune. But this entire thread keeps arguing for a Harrowing celebration for Halloween. Rather, just be considerate for when the appropriate opportunity does arrive.
