Factions Maps/Announcers/Game Mode

Wouldn't it be cool to be able to have Summoner's Rift have buyable cosmetic skins that change the look of the map itself, such as turning it from plain summoner's rift to Piltover, Noxus , Ionia, etc. These are just client side skins that don't affect any key features of the map, just make it look different. For example, Zaun could have a polluted sewer as a river, steel turrets with machine guns, etc for a heavy industrial look.

Also, announcers from each faction would be great. I would definitely buy a Draven announcer pack, complete with "Welcome to the League of Draven" when the game loads.

Finally, I think that a factions game mode would be great, where you first select your faction, you see your opponents select their faction, then you play only as champs from those factions. Then the map loads with half the map being one theme and half the map being another (like Ionia vs. Zaun or something).
