I don't know how Noxus pretends to do that, since Freljordians themselves have forgotten the techniques to craft True Ice weapons.
Noxus will never give up its search for the power of True Ice.
I wonder what this means. Are the Noxians looking for True Ice mines or the secrets to make it? Are they looking to study it? Even if they do have True Ice, they'd need Iceborn to wield it so are the Noxians looking to recruit native Freljordians to teach them how to use it or something?
In a way, it kind of reminds me of the Spanish conquistadors looking for El Dorado, the city of gold, thinking there must be more to the True Ice and those darn savages are just hording the "real" true ice all to themselves.
