I want to take this opportunity to analyze a conceptually great character and what the old lore, pre-retcon, meant for him. 
In summary, his old lore was just crap overall. He had literally no relevance to the local, ongoing conflict he emerged in. There was absolutely no aesthetic or thematic cohesion in anything or between anything surrounding him; not the JoJ-story, not Kalamanda, not The Crystal Scar and not the Brackern (a name I never really got nor liked).
Skarner then joining the League put a flat and unfulfilled end to his narrative and first appearance, as was always the case with everyone having to sign up at the institute to be at all relevant.
He wasn't so much his people's guardian as he gave that over to summoners the day he awakened; instead he applied for a dayjob at the institute to lobby for environmental policy. The IoW moved champions' roles into weird, mundane territories (with a strange gladiatorial routine, I guess), taking away their relevance as actors in the world and their own stories. His "wisdom and ferocity" fell flat and never really played out.
Obviously him having very little in terms of story now sucks, but the retcon did wonders by paving the way for Skarner's potential when he *does *get some lore lovin'. Whatever story he gets can't possibly be as bad or convoluted as what he had before. I love the *idea *of Skarner, but the execution and limitations imposed by the nature of the *IoW plot device *never let that idea amount to anything.
TL;DR: IoW is was bad for Skarner. Once he gets a new story he will be much better off.
