Annie could potentially become a member of the Black Rose and Nunu could potentially become a member of the frostguard

Not really. The members of the black rose are all people who pull the strings behind the scene and manipulate others. At least for now she has no idea about the social structure of Noxus and overall lacks in terms of understanding others.

Personally, I don't see it...

But I would love to see some story involving Annie and the Black Rose where they are trying to manipulate/kidnap/recruit etc Annie and are almost successful before Annie (true to here chaotic, fiery and childish nature) absolutely ruins and burns down all of the Black Rose's plans, hopes and dreams, along with half of a nearby town/forest...

And then (surprise) a vague but supposedly important little paragraph at the end implying it was always Leblancs plan for everything to dumpster fire and it has somehow unperceptively advanced her plans (even though it really doesn't matter because they can never actually give the black rose a cohesive enough story to follow without drastically changing something and losing all of their vague-behind-the-scenes-ness...)

I feel like Annie would fit more into Sylas group. (Demacia yes I know) but my reasoning is she was treated AWFULLY for having her gifts. I feel like Sylas would end up somehow encountering her along the way and tell her it's okay to embrace yourself and to rise up. She is Noxian but she's also a kid. Her loyalty to a country is not something that has been molded into her being from what I remember in her bio.

Personally I think she would be groomed to be a leader, either by LB or General Du Couteau. One thing for certain though a child with her potential won't go unnoticed.

I think it'd be so interesting to see this. Heck, I just wanna see more out of both the Black Rose and Annie, I feel like they both have a lot of potential and end up getting sidelined a lot of the time (except for the big Annie lore drop at the beginning of the year)

Annie is just the kind of kid that they would have scooped up and shipped to Ionia alongside Kayn and Taliyah to be tossed into battle as a volatile wildcard... But I guess she wasn't even born at that point in the Ionian invasion... Maybe Darius will carry her off to Freljord so she can keep them warm with summoner 14

Wait what even is Tibbers anyway? Some kind of primordial fire spirit that got attached to Annie? Or is it the manifestation of her rage as a sort of demon summoning using the bear as physical tether...

Plot Hole is after Annie Burn the Family Down where did she go now? Is she become insanity or Try to Be a Normal Girl again? we still dont know.

A lot of the discussion on this post is about how she might fit in if she were to be part of the black rose, but I feel like we are missing the prerequisite. Actually joining. Sure, LeBlanc might try to coax her in, but, at least right now, she is waaaaaay to volatile to be controlled. Well, maybe controlled is the wrong word, LeBlanc probably could indirectly control her. What I mean is that I doubt that she would willing serve as anyone's subordinate. Currently, she could go absolutely anywhere, and we have no clue where that might be. She might end up aligning herself with someone once she grows older, but that would be on hell of a character development.
