Why does Summoner's Rift's shopkeepers not speak or don't have names?

In the Howling Abyss there is Gregor in the blue base and Lyte in the purple base.

In the Butcher Bridge there's Bubbs in the blue base and Finn in the red base.

They all speak and have different personalities.

In the Summoner Rift, the most iconic and important map of the game, they don't speak, they don't have apparent personalities and (as far as I know) they don't even have names.

It would be nice to at least be able to refer them as something else than "Blue/Red shopkeeper" or "Yordle Granny"/"Otter Vastayan Guy".

(This applies to the Twisted Treeline's shopkeeper/"Pumpkin Ghost" aswell.)

Just to mention: The oldest shopkeeper was a "Manbaconian" who never got a name as far as i remember, but he liked drink in taberns and smoke tabaco as far as i remember.

I'm pretty sure they tried to do SR shop keepers but found that their VO got too repetitive.

They mentioned before that most people are not a fan of the Aram voices so they decided not to go with that on SR
