So the real question that needs asked about Xerath
Are there any plans to go into his lore more, and also when can we expect a new skin for my master of artillery?

I mean his lore is fairly well explained in the fall of Shurima and since then he's only recently come out of his tomb. There's really not a lot to further explore, He did terrorize a town in bloodline so there's that I suppose.
There's also the matter of how the story impacts the game itself. I mean, let's say Xerath fights Azir and wins (which would mean luring Azir outside the capital.) This would result in the canon death of Azir (again), which Azir mains would be quite upset about. If Azir beats Xerath, then he'd either be locked away or imprisoned again, which could be awkward for Xerath mains (like myself.) This is the issue with a lot of champions' stories; progression in their stories means drastic changes from what they are right now in-game, which means that some voice lines become irrelevant, new ones need to be added, and there will probably need to be (in most cases) a small VU of some kind. The only instance where something like this really happened was Gangplank, and they planned that out during the whole Burning Tides event. Imagine what would happen if we had a new, full-scale Shurima event that finally wrapped up that region's Ascended lore arc. Riot would probably need to call all the voice actors in just to record some new lines to replace the old ones, update story bios, and possibly canonically kill off someone's favorite character.
I'm not saying we'll never get a conclusion to Xerath's story, but given that Riot is still in the process of rewriting and changing older characters to fit the current League standards for story, aesthetic, gameplay, and so-forth, I don't expect us to be seeing an event like this for a LONG time. As of right now, I think Riot are content to have Xerath just chilling in Nerimazeth, gearing up for his battle with Azir while they focus on the rest of the world that still needs changes/updates.
