So Riot, let's talk PROJECT with this hype in the air.
Before we start, I would like to give a shout out to anyone and everyone behind PROJECT: Ashe. It is a completely outstanding skin.
The newest additions to the PROJECT line are well underway, PROJECT: Ashe, PROJECT: Ekko, and PROJECT: Katarina. This has obviously been met with mixed reviews due to various reasons and sheer human nature. Some think that there could have been better additions, others think the PROJECT line itself is stupid and purely meant to milk more monies, but it doesn't change the fact that the PROJECT line is one of the most, if not the most, popular, also largely because a good part of them are made for the highly popular champions; hell, even two of the new ones fall under this (Ashe currently being somewhat of a power pick and Ekko having always basked in some constant popularity. Even Katarina, being the iconic champion she is, is a bit popular in lower elos, and is well known). Diverging from my point of this thread, I think that all the complaints towards PROJECT: Ekko is just people being butthurt from the time where he was reigning supreme not too long ago...
Moving on to avoid deviating/ triggering someone, the fact is that there are so many champions that people wish would get a PROJECT skin. There seems to be a criteria though based on inferences drawn from the current line. They seem to be :

Must be a human champion: All the current ones are human, or mostly human (Cases like Leona and Zed (?) exist). Even the PROJECT page states that "Humanity is the greatest weapon." So sorry all you fans of non-human champions (except you Fizz players), you'll have to make do with the possibility of Mecha, Battlecast, Program, etc.

Must have a weapon of sorts: implied, as all the current ones do, so that leaves out most mages and the barehanded fighters.

Have some sort of flashiness and/or various particle effects on the base skins to work with. Compare say Pantheon to Taric (is Taric toplane still a thing?) Which one seems flashier and has more particle effects?

Not have a skin similar to the PROJECT line (i.e. Pulsefire Ezreal). These seem to be the ones guessed by everyone from the top of my head, but it certainly wouldn't hurt to have a Rioter give the criteria used, even if only some.
Moving on, I would live to give some ideas, including the two biggest requests I've noticed with the PROJECT hype and the sorta-backlash at PROJECT: Ekko and how "there were better choices than this angsty teen!" I would also like to give some that I personally think would be great additions, and of course, anyone's free to not agree and such. I would also like people to suggest anything they would like to see, even if it doesn't fall into the "criteria" that people seemed to have gathered, rules can be broken after all.
The biggest two I've seen these past few days are PROJECT: Shen, and PROJECT: Riven. I couldn't agree more with PROJECT: Shen, especially since PROJECT: Zed exists. She has so many particle effects on all of his abilities, and they already seem to have the sorta holographic effect that is common in the PROJECT line. I just imagine his color scheme to be a deep blue. Even his lore is perfect for the PROJECT initiative, where they fight for humanity, or, are at least made for that end (Zed being Zed, goes rogue for power, and we aren't sure of where Katarina's allegiance is in the universe where PROJECT takes place). Shen is, in sorts, a protector of Ionia in his lore. Moving on to the other one, it was thought by many that FREEDOM referred to PROJECT: Riven, mostly becthatause the weapon "resembled her sword" and not Ekko's clock-hand bat, and she also sorta declared her freedom from Noxus when Singed went and bombarded stuff. I especially think that Riven's weapon just screams PROJECT material, especially since there are quite a few options for the particles of her ultimate. Does it simply produce a holograph coming from the broken blade? Does it assemble pieces of her sword much like her base skin and other skins' blades? She also has quite a few satisfactory particle effects to work with anyways.
Onto my suggestions, the list goes: Diana, Syndra, Quinn, and Jhin. PROJECT: Diana great because PROJECT: Leona's already around. She's a misunderstood hero (thanks to her new lore) much like some of those in the roster (Yasuo, Lucian (?), Zed (?! Subject to debate/ another thread). She also has tons of particles to work with, and, I have to admit, is one of my favorite champions in league. She can also sorta be a rogue in the universe, but not for the reasons that Zed has. I think that the PROJECT line needs more champions along the line of sinister, or even the misunderstood lone wolf that go off on their own for variety.
PROJECT: Syndra. While she breaks the apparent no mage rule, I seriously can't think of a better mage for the PROJECT line other than everyone's favorite ball handler. Again, she can kinda be that other rouge PROJECT initiative member due to probably not liking being restricted or something. I seriously also think that her Dark Spheres are perfect for PROJECT-esque particles, and can have that sorta cyberpunk effect to them, whether it be binary code flashing through them, or having outlines or anything.
Quinn can totally have a drone to replace Valor, or a robotic bird. She has a few particle effects, but I mostly imagine her to have like mechanical wings sprouting from her back for her ult instead of being lifted up by Valor. That's probably the biggest reason I am making this suggestion. Also, there's no Demacian in the PROJECT line; that needs to be completely fixed, and I think Quinn's sleek design makes her perfect.
I had to throw Jhin in here because he's my favorite champion by far, and it can continue on the fact/sorta-joke that he was originally meant to be a cyborg cowboy, by giving him a cyberpunk skin. I say that we need a completely sinister/evil PROJECT initiative member, someone who completely has intentions of hurting people for the sake of hurting people. Zed sorta filled that, but with the introduction of Jhin to the story, it has kinda been suggested that Zed's an antihero with a different mindset, as he wants to stop Jhin just as much as Shen does, if not even more. Syndra, who I mentioned earlier for a possibility, she just kinda wants people to let her practice her power in peace, and probably wouldn't hurt anyone that didn't attempt to stop her. Jhin is a killer, he's a psychopath, and boy does he have particles to work with... well not too many, but I still imaging his abilities being PROJECT-fied, and it shouldn't hurt to have some nefarious members of PROJECT.
