I re-read her bio and story and it never makes mention of her having the ability to become a spider in full; just that she gains immeasurable beauty and some spidey legs and senses.
Can the Elise outside of the game turn into a spider or is this just a total lore disconnect?

Its part of her magic, probably from the black rose or vilemaw himself.
The lore never suggest she could do anything herself, let alone summon spiders, throw cocoons, spit venom, or making a suicide bombing spider. Chances are she has some magic practices from the black rose and is channel it with her new identity given from vilemaw.'
Basically elise's entire in-game kit explanation is "magic".
Frankly, I think Elise's lore is a mess.
In her story it states her cloak falls of and legs sprout of her back and fangs grow in her mouth. It was described as uncomfortable and unbiological movement.
