Maybe even add a clause that you'd have needed to back Garen during the event to have it available.
Since the event was so close this would be a nice (but expensive) consolation prize and would add value to the icon.
Riot said they will not release this icon. just like they wont release the riven one from last year. The icon is ment to commemerate the victory, releasing both makes the competition pointless.

I would give gemstones for this and last years icons. They look so good to go to waste.
As nice as that would be, gemstones are not exactly something we can easily work toward. I'm almost strictly free to play (outside about $20 a year) and have a grand total of two gemstones. I'd much rather buy it directly with RP.
