I would say pale blue, based on the concept art from the Art of League book, her Captain Fortune splash, her CG model from the Ryze CG, her merch figure, and the Fortune Smiles comic. Admittedly, the lighting in a few of these could make it easy to confuse it with green.

Base splash has blue eyes, base model isn't clear.

well different skins have different eye colors, but if we're talking her base skin, they look green to me..

I think Riot underestimates how greatly players want model colors to accurately mirror it's splash art.
