Shurima vs Noxus

So what would happen if a fully rebuilt Shurima lead by Azir would go to war against Noxus? My opinion is that Shurima would win since aside from mortal army they have thousands of sand soldiers. Also Nasus. Who do you think would win?

If this happens, will Xerath help Noxus ? Cause if that's the case, Noxus wins imo ... If not, well ... Yeah, Shurima ^^
