@Reav3, PLEASE put Corki tier 1

Corki is among the most hideous champions, an unique marksman, that has been hard to balance. He does not look yordle at all, he has a cool theme that can be expanded upon and also could get a cool persona.

You also could do Piltover event with it, and explore his story more. Most importantly, this would mean we would have a marksman on tier one, and that would add some variety to the mix!

Consider the ADC playerbase, please! (I am not one still)
