So why exactly do people say Garen loves Katarina?
I never really see anything in the lore about them loving each other. I'm wondering if people are just saying this or if there's an actual basis for them saying this?

Tahm Kench has special taunts with both of them. With Garen, Tahm states: "You live by a code that'll never let you get what you want. Let me take you to her." And with Katarina: "Don't starve your heart, child! Let me deliver you to him." These two quotes heavily imply that there is a love between them. Tahm is merely offering to bring them together... likely for a price.
For one thing, look at his lines. Also, Lux has a line where she says in a rhythmic way "Kat and garen, sitting in a tree. AND YOU BETTER JUST BE HOLDING HANDS OR IM TELLING!"

Garens lore is pretty much focused on Katarina,mentioning how he hopes to see her again on the battlefield and it does mention how some soldiers think that it is not just because he sees her as a worthy opponent.
Aside from that,Garen has a special taunt for katarina,thats pretty much him flirting with her and Tahm kench has special taunts for both garen and katarina about how he could bring them to their loved one.
